On June 25, Minsk /Elena Prus - BELTA/. The Regulation on the procedure for organizing and financing the temporary employment of youth studying in educational institutions during their free time from studies has been approved in Belarus. This decision is contained in the government decree of June 23 of the current year No. 958, the BELTA correspondent was informed at the Council of Ministers' Office. The document enters into force after its official publication. Commenting on Decree No. 958, Zhanna Shchemeleva, consultant of the main department of employment policy and population of the Ministry of Labour and Social Protection, noted that it was developed in pursuance of the Law of December 7, 2009 "On the Fundamentals of State Youth Policy". The state employment service has been organizing temporary employment of youth during their free time from studies and during holidays since 1999. Practice and experience in organizing and financing this area of activity have been accumulated, and partnerships have been established with education authorities, internal affairs bodies, commissions for juvenile affairs, and economic entities. The new version of the Regulation defines the procedure for organizing and financing the temporary employment of youth, the purpose of which is to involve young people aged 14 to 31 in socially useful work and to acquire work skills. Employment is provided through temporary placement in employer vacancies, including temporarily created additional positions, as well as through participation in student work brigades. The procedure and conditions for financing the costs of temporary employment of youth by the labor, employment and social protection authorities have been determined. In particular, it is provided that the state employment service finances the costs for employers of budgetary organizations at the expense of the extra-budgetary Social Protection Fund of the population of the Ministry of Labour and Social Protection, allocated for the organization of temporary employment of youth. Expenses for the purchase of workwear, inventory, tools, materials, employment record book forms, and remuneration of youth can be financed from the Fund's resources. The finished products are used by the employer for its own needs or transferred to budgetary organizations on a gratuitous basis. The document for the first time stipulates that local executive and administrative bodies can finance measures to ensure the temporary employment of youth at the expense of funds allocated for the implementation of youth policy.
