Belarus has approved the procedure for using family capital funds for education. The resolution of the Ministry of Education approves the instructions that define the procedure for using family capital funds for obtaining basic, additional and (or) special education in Belarus on a paid basis. It is established that a citizen, in respect of whom the local executive and administrative body has made a decision on the disposal of family capital funds, has the right to use the family capital funds in full or in parts for obtaining education by themselves and (or) family members.

To use family capital funds, one must apply to the branch of OJSC "ASB Belarusbank" in accordance with their place of residence registration or place of opening of the deposit account with an application for the disposal of family capital funds for education. It is also necessary to present an identity document; a document confirming the representative's authority, if the citizen applies through their representative; a copy of the decision on the disposal of family capital funds made by the local executive and administrative body; a copy of the education agreement, with the presentation of the original of this agreement; a certificate stating that the citizen is a student, indicating the cost of tuition by year or shorter periods. If the education agreement provides for phased payment of tuition fees, then the citizen must apply to OJSC "ASB Belarusbank" with a corresponding application in each subsequent case.

The Instruction regulates issues related to the transfer of funds from the "Family Capital" deposit account to the current (settlement) account of an educational institution and the return of unused funds in cases of termination (cessation) of an education agreement, changes to its terms, granting leave to a citizen (family member), or the occurrence of other circumstances affecting the disposal of family capital funds.

Family Capital is one of the innovations of the Decree "On Additional Measures of State Support for Families Raising Children" (introduced from January 1, 2015). Family Capital is non-cash funds in the amount of $10,000, which are provided to families for use in Belarus in full or in part on a non-cash basis. These funds can be used for one or more purposes: improvement of housing conditions; obtaining education; obtaining services in the field of social services, healthcare; formation of a funded (additional) pension for the mother (stepmother) in a full family, or a parent in a single-parent family.
