The innovations in the Rules of Road Passenger Transportation concern the booking of seats and ticket sales, the use of electronic tickets for regular road passenger transportation, the classification of passengers as fare-dodgers, and the procedure for the establishment and operation of control and audit services in road transport. Definitions of terms such as validator, ticket sales information system, and control and audit service employee terminal in road transport have been introduced.

The amendments also concern ticket details. For example, it is established that the seat number may not be indicated on a ticket for intercity transportation if there is no technical possibility to do so.

The new version of the rules further defines that urban and suburban road transportation to shopping centres, carried out by order of their administrations, are considered irregular road passenger transportation.

The document establishes requirements for the design and equipment of taxi vehicles. It is determined that the conclusion and execution of a passenger transportation agreement by a taxi vehicle ordered using an electronic information system shall be evidenced by an electronic receipt sent to the e-mail address specified by the customer. The information that such a receipt must contain is also regulated. In addition, the amendments concern the data that taxi dispatchers or carriers independently handling order acceptance and transmission must provide to the relevant inspectorates of the Ministry of Taxes and Levies.

The Rules have been brought into compliance with the Law "On Road Transport and Road Haulage" regarding the organization of intercity interregional passenger road transport on a regular service. Such transport services are organized by local executive and administrative bodies of the regional territorial level, through the territory of which the route passes.

"The adoption of the Rules for Passenger Road Haulage in a new edition will contribute to obtaining a simple and understandable mechanism for all entities operating in the transport services market and will guarantee the protection of the rights and legitimate interests of passengers and carriers, including issues of transport safety," the Ministry emphasized.

The Resolution comes into force one month after its official publication.
