New version of the Electricity Supply Rules approved in Belarus

A new edition of the Electricity Supply Rules has been approved in Belarus, BELTA was informed by the press service of the Ministry of Energy of Belarus.

By Resolution of the Council of Ministers of Belarus No. 895 of October 23, "On Certain Issues in the Field of Electricity Supply," amendments and additions have been made to the Electricity Supply Rules, effectively creating a new edition. "This is due to the need to harmonise the norms of the current rules with the legal provisions of regulatory legal acts adopted in 2011-2015," the Ministry of Energy noted.

In particular, the press service explained, the new rules specify the participants in civil law relations in the field of electricity supply, their rights and obligations, as well as the procedure for connecting the electrical installations of interested parties to the power grids, including taking into account the work carried out by the Ministry of Energy to improve Belarus's rating in the "Getting Electricity" indicator of the World Bank's annual "Doing Business" report. In addition, the new edition provides for the updating of the procedure for forming contractual relations with citizens using electrical energy for domestic consumption, including in private and state-owned multi-apartment housing stock.

The Ministry of Energy stated that the requirements for decisions of district and city executive committees, and local administrations of city districts on the transfer of residential premises to non-residential status for subsequent entrepreneurial activities using these non-residential premises will be changed regarding the organisation of metered electricity accounting in such non-residential premises. The procedure for payments for electricity supply services and the procedure for organising the operation (maintenance and metrological servicing, restoration, performance checks, planned replacement) of metering devices, including automated electricity control and accounting systems, will also be updated.

Furthermore, Resolution No. 895 introduces amendments to a number of documents, including the Regulation on the Procedure for Issuing Conclusions by State Energy Supervision Bodies for the Use of Electrical Energy for Heating Purposes, as well as the Unified List of Administrative Procedures Carried Out by State Bodies and Other Organizations in Relation to Legal Entities and Individual Entrepreneurs.

As explained by the Ministry of Energy, the resolution will be published on the National Legal Portal in the coming days.
