16 January, Minsk /Tatsiana Hryhorovich - BELTA/. A system for implementing the target objectives of socio-economic development for 2014 has been approved in Belarus. The Council of Ministers adopted the corresponding Resolution No. 17 of 13 January 2014, the government informed a BELTA correspondent. The document was developed in accordance with the Decree of the President No. 585 of 31 December 2013.
As noted in the government, the economic policy in 2014 will be aimed at improving the well-being of the population through balanced economic growth, structural reform and increasing the competitiveness of the country's economy, and creating new jobs.
The adopted resolution approves qualitative target indicators of economic development for the current year to assess performance at all management levels. Along with target parameters, indicative ones have also been approved. As instructed by the Head of State, all indicators have a quarterly breakdown. Thus, the exhaustive list of indicators that can be assigned to state organizations, approved by this resolution, includes export of goods, export of services, the ratio of goods export to industrial production volume, revenue from sales of products, goods, works, services per average listed employee, sales profitability, and energy saving. The assignment of other indicators is not permitted.
Increasing the competitiveness of domestic enterprises is planned to be ensured through their restructuring, reduction of non-production costs, and attraction of private investors. For this purpose, resource management systems will be implemented at key enterprises of the republic in 2014, and personnel numbers will be optimised. Non-production assets of enterprises are to be transferred from republican ownership to communal ownership, and certain non-core functions and divisions will be outsourced. The resolution sets targets for attracting FDI through the creation of new production facilities and attracting investors to existing ones.
The creation of new organisations in the production sector and the redistribution of labour resources to new promising sectors of the economy are envisaged. A corresponding instruction on the creation of such organisations with a staff of at least 15 people, at a rate of one organisation per 10,000 inhabitants of the district, has been given to the chairpersons of the regional executive committees and the Minsk City Executive Committee.
