In Belarus, it is proposed to increase excise tax rates on all groups of excisable goods in 2014.

December 10, Minsk /Anna Kot - BELTA/. It is proposed to increase excise tax rates on all groups of excisable goods in Belarus in 2014. This is provided for by the draft law "On the Republican Budget for 2014", which was submitted to the House of Representatives of the National Assembly of Belarus on December 9 and posted on the website of the Belarusian Parliament, BELTA reports.

In particular, in 2014, it is proposed to increase excise tax rates on strong alcoholic beverages by 27.3% in total (by 14.5% from January 1, by 11.1% from July 1), fortified fruit wine by 75.1% (by 36.1% from January 1, by 28.7% from July 1), and other types of alcoholic products, including beer, by an average of 20% (by 13-15% from January 1, by 6-7% from July 1).

For tobacco products, it is proposed to increase excise tax rates by 24-38% while maintaining three price segments for filtered cigarettes, which will ensure a higher tax burden on cigarettes in higher price segments. For low-priced cigarettes, the rate increase will be 24.5%, for medium-priced cigarettes - 33.9%, and for high-priced cigarettes - 38.4%.

Excise tax rates on motor fuel are proposed to be increased by an average of 14.5% with differentiation of excise tax rates on motor gasoline and diesel fuel depending on their environmental class (reduction of excise tax rates with an increase in environmental class) instead of octane number, which will stimulate the production of high-class motor fuel.

For other groups of excisable goods, excise tax rates are planned to be increased by an average of 20% (by an average of 14.5% from January 1, by an average of 5-6% from July 1), which takes into account the parameters provided for by the joint action plan of the government and the National Bank for structural reform and increasing the competitiveness of the economy.

In addition, it is proposed to introduce an analogue of the transport tax levied in other countries on vehicle owners - a state duty for issuing a permit for a vehicle to participate in road traffic.

Based on the number of registered vehicles, as well as the number of vehicles that passed state technical inspection in 2012, budget revenues in 2014 are estimated at Br1.6 trillion.

The draft budget law is expected to be considered by the House of Representatives in the near future.-0-
