Last year, 46 contracts for the implementation of state social orders (SSO) were concluded in Belarus, the Ministry of Labour and Social Protection informed a BELTA correspondent.
The implementation of SSO is stipulated by the Law "On Social Services"; this area began to develop in 2014, and in 2015, the work was continued and intensified. SSO is a new instrument for attracting legal entities and individual entrepreneurs to provide social services and implement social projects. The procedure for state social orders, from the competitive selection of contractors to the control over its implementation, is carried out by local Councils of Deputies, local executive and administrative bodies based on state, sectoral, and regional programs, which have provided for relevant funding since 2014. The need for specific social services financed through SSO is determined locally based on an assessment of the socio-demographic characteristics of the region and its financial capabilities.
Among the regions, the largest number of contracts for the provision of social services by non-state non-profit organizations under SSO were concluded and implemented in the Grodno region – 17. In general, across the republic, the amount of subsidies for the wages of 96.5 positions of employees of non-state non-profit organizations providing social services reached Br2.4 billion. The main contractor for the state social order, as in the previous year, is the Belarusian Red Cross Society. The contracts predominantly provide for medical and social assistance.
SSO contributes to the formation of a social services market based on public-private partnership.
