The main directions of the Program for Socio-Economic Development of Belarus for 2011-2015 will contribute to the formation of a new economic policy of the country. This was stated today by Deputy Minister of Economy Dmitry Golukhov at a meeting of participants of the IV All-Belarusian People's Assembly from the Vitebsk region, BELTA correspondent reports.
The program is a complex strategic document. It corresponds to the level of development at which the country is at this stage, believes the deputy minister. In post-crisis economic conditions, the rules of the game are tightening. "In order for Belarus not only to maintain its previous positions, but also to increase them, the country must actively move forward and set ambitious goals for itself. The possibilities of easy economic solutions have been exhausted," Dmitry Golukhov is convinced.
The state has achieved a lot over the past years, which is noted by external experts. However, to maintain these indicators and to surpass them, it is necessary to form a new economic policy. The traditional economic policy with its trade wars and pumping up domestic demand has exhausted itself, said the deputy minister. That is why the proposed program for socio-economic development orientates Belarus towards a broader use of internal resources and human potential. According to Dmitry Golukhov, the current economy is not innovative enough, the high human potential and the possibility of attracting foreign investment as a tool and source of an innovative economy are not fully utilized, and a reduction in the foreign trade balance is required. Due to the measures outlined in the program, the structure of the economy will change, it will become more competitive, believes the deputy minister.
The main resource of the state remains the person. He will be the center of attention and the focus of efforts. "The state will grant him the right to self-realization, primarily in economic initiative and independence. We are talking about creating a national owner and a strong middle class, which will ensure a strong economy. The state will set the direction of development, but the person himself, as a result of the opportunities provided, will ultimately ensure his own well-being and that of the state," said Dmitry Golukhov.
The implementation of the program's directions for the five-year period will be facilitated by the fulfillment of the most important parameters of the forecast for the socio-economic development of Belarus for 2011. It lays down qualitatively new indicators: a move away from directive management, a focus on qualitative indicators. Economic growth should be sustainable and promising. The tasks set by the draft program will ensure the sustainable and balanced development of all sectors, and a focus on growth points. Equal and transparent conditions will be created for Belarusian and foreign businesses. "Conditions have been created in Belarus, and the country is ready for a qualitative economic leap that will ensure the achievement of social goals and allow the country to maintain and strengthen its position," believes Dmitry Golukhov.
