On September 12, Minsk /BelTA correspondent/. Amendments have been made to the procedure for conducting auctions and competitions for the sale of privatization objects in Belarus. This decision is contained in the Resolution of the Council of Ministers of Belarus of September 6, 2012 No. 826 "On Amendments and Additions to the Resolution of the Council of Ministers of Belarus of December 31, 2010 No. 1929", officially published on the National Legal Internet Portal, BelTA reports. The document extends the minimum period for publishing information notices about tenders and privatization objects in print media and on the official website of the privatization authority to 45 days before their conduct. Previously, this notice had to be published at least 30 days in advance. The resolution also states that the consent of the antimonopoly authority for the transaction shall be provided to the participants of the auction or competition no later than three working days before the date of the tender. "The introduction of this norm will provide participants of auctions and competitions with additional time to prepare documents and obtain the consent of the antimonopoly authority for the transaction," the committee noted. The document also clarifies the cases that are considered a participant's refusal to participate in an auction or competition, and also introduces a norm establishing that in these cases, the participant's application for participation in the tender is considered not submitted. "This norm will allow, in cases where two or more persons apply for participation in a tender or competition, but only one of them timely makes a deposit and undergoes final registration on the day of the tender, to sell the privatization object to this person as the sole participant of the auction or competition," explained specialists from the State Property Committee. In addition, amendments have been made to the rules for conducting auction tenders. For example, if, when the auctioneer announces the next price of the privatization object, none of the auction participants raises an auction number, the auctioneer invites participants to announce their price, which must be higher than the previous one. Auction participants announce their price until only one participant remains, who has offered the highest price and is recognized as the winner of the auction. "These and other changes to the auction rules will make the procedure itself even more transparent and eliminate cases of artificial disruption of auctions. All changes were made taking into account last year's experience," the State Property Committee noted.
