As of September 19, 94% of readiness certificates for residential buildings serviced by housing and communal services organisations have been obtained. The plan for roof repairs has been completed by 99.8%, and for wall panel joints – by 108.9%. Preventive maintenance of heating systems has been carried out. Preparation of housing stock for the heating season also includes the maintenance and repair of internal and supply gas, water, and electricity communications.
Regarding the readiness of heat sources, 3,427 boiler houses on the balance sheet of housing and communal services organisations, or 98% of their total number, have received the relevant certificates. Overall, the sector has created a reserve of 10.7 thousand tonnes of fuel oil as reserve fuel for gas boiler houses (102% of the target), as well as 1.83 million cubic metres of wood fuel (101%).
Svetlana Timoshkina stated that during the preparation for the autumn-winter period, joint command and staff exercises were conducted with the republican communal and technical civil defence service. The procedure for actions of regional, city, and district communal and technical services in case of emergencies under adverse weather conditions, related to accidents at combined heat and power plants, hot and cold water supply pipelines, and heating mains, was practiced.
A set of measures for the preparation of the national economy for the 2018/2019 autumn-winter period was approved by Resolution of the Council of Ministers of June 6, 2018, No. 430. Republican government bodies, together with regional executive committees and the Minsk City Executive Committee, are required to complete preparatory work for the autumn-winter period by September 20 and ensure the оформление (completion and submission) of inspection reports and readiness certificates for heat energy consumers and heat sources, as well as organisations transporting thermal energy, by September 30.
