Legal advisor of the Territorial Centre for Social Services, Alexey Turkov, clearly defined the problem: in such cases, a person finds themselves in a domestic vacuum, and the system must react instantly. Possible assistance mechanisms were discussed: options for temporary placement, forms of support, and inter-agency cooperation.
