The construction of the building was completed in less than a year, with works carried out from December 2017 to August 2018. The total area of the commissioned housing is slightly over 4.8 thousand sq.m. The funding source is Chinese investment. The customer was the Capital Construction Department of the Vitebsk Regional Executive Committee, the general contractor was China Civil Engineering Construction Corporation, and the subcontractor was Construction and Installation Trust No. 16 of Novopolotsk.

The 84-apartment building is located in microdistrict No. 10. A nursery-kindergarten-primary school and shops are within walking distance.

Dmitry Demidov, Chairman of the Novopolotsk City Executive Committee, congratulated the new residents on the opening of the building, as well as on the anniversary of the October Revolution. "The socio-economic principles formed during the Soviet Union period have become the foundation for the development of the industrial, scientific, agricultural, and social potential of the modern Belarusian state," noted the city head.

Builders and Chinese partners also participated in the ceremony. The construction of the multi-story building became possible after the signing of an agreement between the governments of Belarus and China on the implementation of the second stage of the social housing construction project in our country. Funds from China's technical and economic assistance are used for the construction of social housing in Belarus for citizens registered as needing improved housing conditions.
