The performance of state institutions providing services to budgetary organizations in the northern region was discussed at the Vitebsk Regional Executive Committee.
The meeting was chaired by the Chairman of the Regional Executive Committee, Alexander Subbotin, with the participation of the Chairman of the Constitutional Court, Petr Miklashevich, and the Aide to the President – Inspector for the Vitebsk Region, Vladimir Yurgevich. City and district executive committees, and administrations of the districts of the regional center joined the work via video conference.
The head of the northern region introduced new members of the Regional Executive Committee at the beginning of the meeting. In accordance with the Decree of the President, the Chairman of the Committee for State Control, Vladimir Godyatsky, and the Military Commissar of the Vitebsk Region, Sergey Kunakhovets, were included in the composition of the Regional Executive Committee.
The key topic for discussion was the results of the work of state institutions providing services to budgetary organizations in the northern region. This refers to centers that maintain accounting records and perform other functions for the budgetary organizations subordinate to them. Such centers were established to improve the efficiency of budget fund utilization in accordance with the Head of State's Decree "On Ensuring the Activities of Budgetary Organizations" and began their work five years ago.
– Initially, there were 32 centers operating in the Vitebsk region; today, taking into account reorganization and optimization, there are 25: one at the district and city levels, and two at the regional level. After five years, it is already possible to summarize the results of their activities: what has been done, what is planned, and problematic issues. And to define the measures that need to be taken to make these centers work even more effectively, – stated Alexander Subbotin.
In the northern region, the centers serve over 1290 budgetary organizations with a staff of more than 54 thousand full-time equivalents. The vast majority are educational institutions: over 840. The centers also serve cultural and sports institutions, archives, primary-level executive committees, and a number of other organizations.
In addition, they perform other functions, including technical maintenance of state property, organization of labor protection measures, fire safety, storage of inventory and equipment, personnel management, provision of transportation services, including the transportation of children to and from school, and delivery of food products to educational institutions.
– The establishment of these centres has legalised the activities of centralised accounting departments that existed within various budgetary institutions, optimised staffing levels, and increased the salaries of accounting service employees, – specified Yevgeny Korostik, Head of the Main Finance Department of the Regional Executive Committee, during his report. – In 2024, 53.5 million rubles have been allocated for the maintenance of these centres in the Vitebsk region. These expenses are primarily current: remuneration, utilities, and other services necessary for the centres' operation. A small portion remains for the renewal and strengthening of the material and technical base.
The efficiency of the centres' work, their functions, staff recruitment and retention, opportunities for increasing remuneration and providing specialists with rental housing, and compliance with budget legislation – these and other issues were raised at the open meeting. Particular attention was paid to problematic aspects, including the correctness of public procurement procedures, and ways to resolve them.
– The work of the centres can generally be considered satisfactory. The movement of funds across organisations' accounts is ensured without interruption, salary payments are made, taxes are paid promptly, and accounting, financial, statistical, and other information is submitted. The transportation of students and food products to educational institutions is organised at an appropriate level, – concluded Yevgeny Korostik.
