Gennady Sabinich, Chairman of the Vitebsk City Executive Committee, presented Vladimir Belevich with a certificate of the head of the administration of the Oktyabrsky District of Vitebsk.

– The Oktyabrsky District is a major industrial one. It concentrates 60% of Vitebsk's entire industrial potential. A tremendous amount of work has been done by the previous head of administration, Yuri Panfilov. Much has been achieved in the development of social infrastructure. A new stage in the development of industrial potential, private business, the social sphere, and the improvement of Vitebsk and the Oktyabrsky District, in particular, lies ahead. These will be specific growth points for the new head, – noted Gennady Sabinich.

The head of the city expressed hope that Vladimir Belevich's work experience would help him unite the team and focus on achieving the set goals.

– Important events for the city lie ahead, such as the Forum of Regions of Belarus and Russia, the 1050th anniversary of Vitebsk, and the 80th anniversary of the liberation of Belarus from the Nazi invaders. The main venues for these upcoming events are located in the Oktyabrsky District. In this regard, great responsibility rests upon the administration and the city. The coming year will be particularly demanding. We have a strong vertical power structure to jointly withstand all challenges, – noted Vladimir Belevich.

The head of administration promised to pay special attention to the economy, without which there will be no further growth. Investment projects are being implemented at both state-owned and private enterprises, and they have strong teams to move forward, he emphasized.

Vladimir Belevich was born in 1974 in Brest. He graduated from the Vitebsk State Technological University, and in 2010 – from the Academy of Management under the President of the Republic of Belarus. During his career, he held various positions. He started as a 2nd-grade fitter, worked as a workshop assistant, and then as a foreman in knitwear production. For over 10 years, he held leadership positions in Vitebsk's housing and communal services. From 2015 to 2024, he served as the Chairman of the Vitebsk City Council of Deputies of the 27th and 28th convocations.
