Gennady Sabinich succeeded Nikolai Orlov, who had held the post of head of the city for two years. Gennady Sabinich's candidacy for the position of Chairman of the City Executive Committee was approved by the President of Belarus, Alexander Lukashenko, and was unanimously supported by the representatives of the Vitebsk deputy corps.

Since 2015, Gennady Sabinich headed the Vitebsk District Executive Committee. Under his leadership, the district's agricultural workers became frontrunners in production and consistently held leading positions during the harvest. According to colleagues and heads of departments who collaborated with him, Gennady Sabinich is distinguished by his diligence, efficiency, and determination. He maintains an active life stance, possesses high organisational skills, knows how to establish contacts with people, and always finds the right solution for the task at hand.

Gennady Sabinich expressed gratitude for the trust placed in him and noted that he would continue to work for the prosperity of the regional centre, prioritising state objectives. He emphasised that he would strive to preserve and enhance the achievements of his predecessors and give new impetus to the socio-economic development of the city. Addressing the heads of enterprises, he set the task of developing the concept of "one entity - one investment project" and strengthening business participation in cooperative chains. As mayor, Gennady Sabinich pledged to pay special attention to the patriotic education of youth, address issues of housing and communal services, construction, and many others. He called on the heads of the City Executive Committee's departments to develop a personnel strategy for the production sector, relying on the heads of the city's enterprises and organisations who can prioritise labour and executive discipline. He promised to set the highest possible standards in his work, both for himself and for everyone he interacts with.

The Chairman of the Regional Executive Committee, Alexander Subbotin, while presenting the certificate to the new Mayor of Vitebsk, noted that he had been given a challenging area of work and that many tasks had been set for the new head. "The main strategic task is not to let Vitebsk, which is one of the most beautiful cities in our country, lose its leading position, but to make it even brighter. You will find the main reserves in close cooperation with the workforces and the coordination of all enterprises. There are no indifferent people in Vitebsk; they offer many initiatives that are beneficial to the city, and they should be supported. We also need to work more closely and effectively with businesses; there are many patriotic people there with many ideas. It is necessary to establish direct contact with them so that everyone sees you as an assistant and ally, and you can turn to them for help in organising and conducting various events. Together, we will make our city better," emphasised the head of the region, advising Gennady Sabinich on his work in the new position.
