The special postal project included a "First Day" envelope and an artistic postage stamp depicting the coat of arms of Vitebsk, a fragment of the memorial complex on Victory Square, the Summer Amphitheatre, the Marc Chagall House-Museum on Pokrovskaya Street, and the "Chagall's Violin" sculpture. The print run of the stamp was 48,000 copies.
The cancellation ceremony was attended by the Chairman of the Vitebsk City Executive Committee Viktor Nikolaikin, the Chairman of the Vitebsk City Council of Deputies Vladimir Belyevich, and the Director of the Vitebsk Branch of RUP "Belpochta" Sergey Maksak.
The Mayor of Vitebsk emphasised that this event is a cause for pride in their city for all its residents and fits organically into the overall programme celebrating its 1044th anniversary. He also drew attention to the venue of the cancellation ceremony – the Museum of the History of the People's Art School (opened on February 9). "We did a great and necessary thing when we opened it. We did not doubt its success. And the figures confirm this: since the opening of the school, its walls have been visited by 3,500 people," noted Viktor Nikolaikin.
