Positive changes in handling citizens' appeals have occurred in the Vitebsk region since the previous monitoring, noted the head of the interdepartmental working group for the Vitebsk region, Deputy Prosecutor General Nikolai Kuklis, in a conversation with a BELTA correspondent. In his opinion, local authorities have become more responsible in resolving people's life problems, as evidenced by the citizens themselves. However, red tape, which so irritates people, has not yet been avoided. "There are no failures in handling citizens' appeals in the districts where the monitoring took place, but there are problems," he stated. While receiving citizens in the Verkhnedvinsk district, Nikolai Kuklis noted that the largest number of issues for people are caused by decisions of law enforcement agencies and land management services. Many problems are related to housing and communal services and housing construction, including the quality of major repairs and preferential housing loans. All issues raised by citizens to the head of the interdepartmental group, as well as to the members of the interdepartmental group working in the Postavy and Miory districts, will be promptly resolved in a legally sound manner. According to Nikolai Kuklis, conducting monitoring of work with citizens' appeals allows, on the one hand, to identify pressing problems, and on the other hand, it stimulates local authorities to work responsibly and conscientiously with people. The republican monitoring of the work of state bodies with appeals from citizens and legal entities is carried out in accordance with the instructions of the Head of State by the Administration of the President of Belarus, jointly with the Committee of State Control, the Prosecutor General's Office and the State Security Council Secretariat, from November 28 to December 2.
