As of June 7, 500 facilities are subject to economic circulation in the Vitebsk region, and 203 capital structures are subject to write-off (demolition). This was announced today in Glubokoye at a meeting of the field presidium of the regional Council of Deputies by Viktor Zaitsev, Chairman of the Committee for State Property of the Vitebsk Regional Executive Committee, according to a BELTA correspondent.
In January-May of this year, 74 facilities were involved in economic circulation, of which 26 were sold, 21 were leased, 24 were transferred free of charge within communal property, as well as into private ownership, and 3 were used for own purposes. 22 buildings and structures were written off (demolished and dismantled). "Despite the instruction of the Vitebsk Regional Executive Committee to submit to the State Property Committee by April 1, 2019, packages of documents for auctioning facilities planned for alienation, decisions on the sale of 49 facilities located in 13 cities and districts of the region have not yet been made," noted Viktor Zaitsev.
The Chairman of the Committee emphasized that the lack of funding sources, qualified specialists, and equipment did not allow for comprehensive work on the write-off (demolition and dismantling) of a number of facilities last year. In fact, 69 facilities were demolished in 2018, or 62% of the planned number. In 2019, 203 buildings and structures are subject to demolition, of which 22 were demolished in January-May, or 11% of the planned amount.
Viktor Zaitsev also noted that recently another problematic issue has arisen in property management related to the identification of a receiving organisation for the property of enterprises undergoing liquidation or bankruptcy. "For 2017 - the current period of 2019, the Vitebsk Regional Executive Committee received about 70 notifications from anti-crisis managers, for which it was necessary to identify organisations receiving property not included in the debtor's assets, or property that remained unsold and was not accepted by creditors," stated the head of the department. - Such property is subject to transfer to communal ownership. During the specified period, decisions were made on the transfer of about 3,000 real estate objects. This also leads to an increase in the number of unused facilities requiring work to involve them in economic circulation."
