Among those who received a permanent source of income, the majority were officially registered as unemployed – 5,940, as well as 1,697 people from the register of payers. Temporary employment in the form of paid public works was also provided for 3,498 people during their job search period. Training was organised for 635 citizens; subsidies were allocated for starting entrepreneurial activities to 70 unemployed individuals. Additionally, 20 people were employed to gain practical work experience. 19 families were resettled to new places of residence and work; adaptation to work activities was organised for 14 disabled individuals.
"Much has been done to ensure that all those who want to work are aware of the opportunities provided. An information campaign has been launched in the media, and 49 "Job Fairs" have been held with the involvement of employers of all forms of ownership, in which over 3.5 thousand unemployed people participated. Local executive committees have processed lists of payers of the fee for financing state expenditures. Operational groups of district executive committees, with the involvement of employees from tax authorities, police, deputies, and representatives of trade union organisations, identified long-term unemployed individuals. They were visited at home, called by phone, and sent written invitations to visit the employment service to be informed about measures to assist in employment. In total, after preliminary processing of the payer lists, the operational groups worked individually with 43,440 citizens. As a result, 3,623 people applied to the labour, employment and social protection authorities, including 2,455 registered as unemployed and 550 who applied for assistance," noted Irina Matveeva, Deputy Chairperson of the Committee for Labour, Employment and Social Protection – Head of the Population Employment Department.
As a result of identifying unemployed citizens, 10,191 people expressed their desire to be employed and ready to start working. For all categories – unemployed, jobless, and those seeking employment assistance – new flexible and non-standard forms of population employment have been developed. In each district and city, a list of organisations in forestry, road construction, agricultural production, and housing and communal services has been identified for the creation of work crews to perform generally accessible jobs that do not require additional training. Employment, labour and social protection departments in districts and cities operate points for organising and daily directing those in need of employment to socially useful work. As of May 1, 221 employers were listed for the creation of work crews. 1,281 people participated in temporary socially useful work, including 493 people from the payers' register.
"The registered unemployment rate as of May 1 was 1.1%, a decrease of two tenths of a percentage point compared to the same period last year and the figure for April 1 of the current year. The maximum permissible level has not been exceeded in any district or city. The number of unemployed was 5,739 people, which is 1,236 fewer than on May 1, 2016. The number of vacancies declared by employers was 4,331, which is 70.2% more than the figure a year ago. Thus, the labour market tension rate was 1.3 unemployed per vacancy, compared to 2.7 on May 1 last year and 2 at the beginning of the year," said Irina Matveeva, providing the figures.
Measures to provide employment for all citizens in need of employment and to reduce the unemployment rate will continue to be taken.
