The distinctive feature of the officers' house is that it has been revived from oblivion, like a phoenix from the ashes. The building, with a half-century history, stood mothballed for over ten years. After all engineering communications were disconnected, it fell into complete disrepair. The Ministry of Defence and the Regional Executive Committee made a joint decision to renovate the old building. The reconstruction, funded by the district and regional budgets, took nearly two years and cost 1091.5 thousand rubles. To save costs, the major repairs and modernization were carried out by local utility workers – the enterprise "Borovka". Subcontractors were involved in repairing the engineering networks. The result is excellent: military personnel and their families will be comfortable in the cozy two- and three-room apartments. The housing issue, which has become critical in the garrison in recent years, can be considered resolved. Of the 110 people on the waiting list for housing, 70 percent now have apartments. Previously, some of the new residents were provided with dormitories, while others rented housing in neighboring villages and in Lepel itself. This necessity has now been eliminated. A guaranteed roof over one's head is a significant advantage for those who have chosen the defence of the homeland as their profession.
The distinguished guests, along with the Chairman of the District Executive Committee, Boris Efremov, cut the symbolic red ribbon. The servicemen themselves, not hiding their emotions, expressed gratitude for the excellent New Year's gift. The event also featured a local highlight – the military brass band. The unit commander, Colonel Andrei Latyshev, who is also a new resident, highly praised the work of the builders: the house renovation was done conscientiously – new engineering networks were installed, and the finishing is of good quality.
