The regular meeting of the Presidium of the District Council of Deputies was dedicated to discussing a number of pressing issues of the socio-economic development of the district. Svetlana Znarok, the Chief Veterinary Doctor of Lepel District, comprehensively covered the topic "On the state of veterinary services and the preservation of livestock in private subsidiary farms of citizens of Lepel District" in her report.

Preventive vaccinations against anthrax are carried out for cattle in private subsidiary farms of citizens in Lepel District. There are eight adverse points in the district. These are the villages of Pyaski, Kurmelyovka, Gubina of Kamensky Village Council, the villages of Zalessye, Bobrovo (Bobrovsky Village Council), v. Velikoye Zhezhlin of Lepelsky Village Council, as well as v. Kavalevichy (Volosavitsky Village Council).
The last case of anthrax in our district was registered in the village of Kavalevichy, Volosavitsky Village Council, in 1955.

Diagnostic studies for tuberculosis in private subsidiary farms of citizens of the district are carried out once a year. If it is found that the animal's body reacts to tuberculin, it is mandatorily sent for slaughter at the meat processing plant. Lymph node samples are taken for bacteriological examination. The last case of tuberculosis in the district was registered in 1988 in the village of Pyshno.

Diagnostic studies of blood serum for brucellosis from animals from private subsidiary farms are carried out annually by the veterinary service workers of the district. The last case of brucellosis in the district was registered in 1958 in the village of Makarovshchina, Kamensky Village Council.

In the diagnostics department of LPU "Lepel District Veterinary Station", studies of bees for infectious and invasive diseases are carried out: American and European foulbrood, aspergillosis, acariasis, and nosematosis. Veterinary doctors of the district veterinary station conduct inspections of apiaries for compliance with veterinary and sanitary rules with the subsequent issuance of a passport, which guarantees the quality and safety of beekeeping products.

Paid veterinary medical assistance is provided. For the first ten months of the current year, paid services amounted to 261.7 million rubles, including 114.2 million rubles for the population. The funds were directed towards current repairs, procurement of reagents and nutrient media for the diagnostics department, procurement of spare parts for vehicles, and other needs.

The slaughter of other productive animals for the subsequent sale of meat and slaughter products is permitted in personal subsidiary farms of citizens under the supervision of a veterinary service specialist.

Until January 1, 2014, it was permitted to independently slaughter cattle, small ruminants, pigs, horses, and other productive animals for the subsequent sale of meat and slaughter products in personal subsidiary farms of citizens, under the supervision of a veterinary service specialist, with mandatory subsequent veterinary and sanitary examination of carcasses and organs. In this regard, within the scope of ensuring veterinary welfare, temporary restrictions on the slaughter of cattle, small ruminants, pigs, horses, and other productive animals for the subsequent sale of meat and slaughter products may be imposed by the Chief State Veterinary Officer of the Republic of Belarus or their deputies in the respective territories of the Republic of Belarus.

The burial and disposal of carcasses of productive animals must be carried out in accordance with the Veterinary and Sanitary Rules for the Storage and Disposal of Animal Carcasses and Products of Animal Origin That Do Not Meet the Requirements of the Veterinary and Sanitary Rules, approved by the Resolution of the Ministry of Agriculture and Food of the Republic of Belarus.

Within a radius of no less than five kilometers from pig farms and complexes, the keeping of pigs by individuals in personal subsidiary farms of citizens is prohibited. Non-compliance with the requirements of the veterinary and sanitary rules entails criminal, administrative, and other liability in accordance with legislative acts.

In conclusion of her speech, Svetlana Znarok noted that there is currently a decrease in the pig population in private subsidiary farms of citizens of the Lepel district due to the ban on keeping pigs within a five-kilometer zone around pig breeding complexes. The developing epizootic situation regarding African swine fever, particularly in the Vitebsk region, does not contribute to an increase in the pig population in private subsidiary farms of citizens. The population is recommended to engage in breeding alternative types of animals (bull calves, sheep, goats, etc.).

During the meeting of the presidium of the district council of deputies, other pressing issues were also considered, and appropriate decisions were made on each of them.
