30 July, Vitebsk /Diana Kurilo - BELTA/. The construction of roads, housing and leisure facilities for the city's residents should be the top priority for the Vitebsk authorities. This was stated today at a working meeting on the development of Vitebsk by the Chairman of the Vitebsk Regional Executive Committee, Alexander Kosinets, reports BELTA correspondent.
Vitebsk is a dynamically developing city: the number of its residents is growing, and transport flows are increasing. In this regard, the issue of creating a modern road infrastructure, building housing and organizing places for cultural recreation for residents is acute. "Within the next two years, it is necessary to solve three urban problems: roads, housing, leisure facilities - buffer park zones on the border of Vitebsk and Vitebsk region. If we do not address these issues now, it will be much more difficult to do so in the future," emphasized Alexander Kosinets.
To free the city center from transit traffic, where the main concert venue of the international festival of arts "Slavianski Bazaar in Vitebsk" - the Summer Amphitheatre, known far beyond the country, is located, the phased construction of two ring roads - external and internal - is envisaged. One of them will run outside the territory of Vitebsk, and its construction in the south-western direction is already underway. The second road will run within the city limits and, at the first stage, will connect the northern and western outskirts of the city. In addition, to implement the internal ring project, another bridge across the Western Dvina will have to be built.
Speaking about housing construction, Alexander Kosinets stressed: "Vitebsk needs to build 220-250 thousand square meters of housing per year." Construction should be carried out in the Bilevo and Sokolniki microdistricts; multi-story residential buildings will appear along Leningradskaya Street and along Beshenkovichskoye Highway. In addition to intensifying housing construction, attention must be paid to the construction of tourist and leisure infrastructure. In particular, the city is in urgent need of modern comfortable hotels. In this regard, the governor instructed the local authorities to intensify the search for investors for their construction.
Another pressing issue for the industrial city is the creation of urban parks and forest park zones. The forests adjacent to the city are cluttered, no sanitary felling of trees is carried out, beaches are not equipped on the adjacent lakes, and trade is not developed, stated Alexander Ksinets. The Governor instructed to equip 15-20-kilometer developed recreation areas around the territory of Vitebsk: with paths for cycling and rollerblading, with barbecue facilities and gazebos. "People need to be provided with conditions for outdoor recreation, for walks in the forest – after all, this is health," he emphasized.
To implement the set tasks, a program for the development of Vitebsk will be developed in the region. "Within two years, Vitebsk must be brought to a flawless state," concluded Alexander Ksinets.
Funds for the implementation of this program will be allocated in next year's budget. In addition, the authorities expect to attract investors to its implementation.
