An electronic appeal from citizens has already been received by the Vitebsk Regional Executive Committee and registered, as required by the law "On Citizens' and Legal Entities' Appeals" which has entered into force, the Administrator of Affairs of the Vitebsk Regional Executive Committee, Aleksei Matiushko, told a BELTA correspondent. An answer will be provided within the established timeframe and sent to the citizens' electronic address. "We are not experiencing any problems in connection with the changes in the legislation on citizens' appeals yet," Aleksei Matiushko stated, explaining this by the fact that the Vitebsk Regional Executive Committee has never ignored citizens' issues received through the official website of the authority, where a special section was opened. These issues were analyzed, and the applicant received an answer. In addition, in anticipation of the new law entering into force, training seminars were held for officials responsible for working with appeals in the city, district, and regional committees, where explanations were provided by specialists from the National Center for Legislation and Legal Research of Belarus and the Academy of Management under the President of Belarus. The system for considering electronic appeals will be under the same strict control as ordinary written appeals, Aleksei Matiushko emphasized. The Regional Executive Committee intends to continue the practice of analytical review of incoming appeals, which will allow identifying pain points in working with the public, resolving urgent issues without delay, and even anticipating people's pressing problems. In addition, explanations for frequently asked questions will be posted on a special page on the official website. Speaking about the law that has entered into force, Aleksei Matiushko noted that the document systematizes legislation in this important area. "The law regulates the procedure for exercising the constitutional right of every citizen to appeal to state bodies. At the same time, the use of this right has been expanded and is also granted to individual entrepreneurs and legal entities," he added. In 2011, the number of written and oral appeals from citizens to the Vitebsk Regional Executive Committee decreased by more than a quarter compared to 2010.
