Over 100 real estate properties were sold at auctions by the Vitebsk Regional Territorial Fund of State Property "Vitebskoblimushchestvo" within seven months of the current year, Larisa Shcheglova, Head of the Auctions and Tenders Department, informed a BELTA correspondent. A significant portion of them (about 80) were sold for one basic unit. In total, from January to July, 22 successful auctions sold real estate properties, the right to conclude lease agreements for land plots, and equipment for a total sum of Br4.2 billion. Among the largest sales, Larisa Shcheglova mentioned the sale for almost Br2.2 billion at auction of unused buildings and structures and the right to a 10-year lease of a land plot with a total area of 11 hectares (this is the territory of the former oil depot in Zaolshe, Liozno District). The buyer was a Russian-Dutch company that intends to create a large agro-logistics center in this border region with Russia. The auction was held at the end of June, and today the investor has already begun to implement the project. According to Larisa Shcheglova, the sale of unused and ineffectively used property will intensify in the near future. The Decree No. 6 "On Stimulating Entrepreneurial Activity in Small and Medium-Sized Towns and Rural Areas" and Decree No. 294 "On the Procedure for Disposal of State Property," which entered into force on July 6, 2012, will contribute to this. For instance, the decree provides for the possibility of alienating state real estate in small towns without selling the right to conclude a land lease agreement and granting it without holding an auction and charging a fee for the right to conclude a lease agreement. This will significantly help solve the problem of abandoned buildings and structures in rural areas, the interviewee believes. Decree No. 294 expands the powers of regional executive committees to dispose of unused and ineffectively used property owned by the Republic of Belarus, included in the list of unused and ineffectively used property owned by the Republic of Belarus, to bring it into economic circulation, including decisions on the alienation of such property on a compensatory basis, including sale at auction with an initial price equal to one basic unit. This measure will also contribute to reducing bureaucratic procedures and the faster transfer of assets to an effective owner, believes Larisa Shcheglova.
