This point of view was expressed by the Chairman of the Vitebsk Regional Executive Committee, Alexander Kosinets, in a conversation with a BELTA correspondent.
The law will allow for quite effective work with applications, the governor is convinced. At the same time, people should also understand that some problems cannot be solved overnight. For example, in the Vitebsk region, a significant portion of residents' applications concern the activities of housing and communal services, but these problems did not arise yesterday – they have been accumulating for decades. In the regional center, the problem of resettling people from housing recognized as unfit for habitation is acute. On two streets alone, it is necessary to demolish more than 10 apartment buildings and build 210 new apartments in return, Alexander Kosinets noted. According to him, correspondence on this issue has been ongoing since the 1960s-1970s, and only in 2012 will it be possible to fully resolve it by providing people with comfortable housing. Solving the region's communal problems requires about Br3 trillion. The authorities are aware of the problems and will solve them systematically: funds for these purposes are allocated in the budget and will be allocated annually.
"We say – the state is for the people, but the people must also think about the state. There are fair and objective applications, which we will respond to both in writing and by e-mail, but there are applications for the sake of application," the governor remarked. There should be mutual respect and understanding between the authorities and the citizen, he emphasized.
As Alexander Kosinets believes, a businesslike and objective conversation with the applicant will always contribute to solving their problem. He is confident that in working with applications in the Vitebsk region, no officials will prevaricate or procrastinate on problems. "We need to talk to people humanely, respect them, and many issues can be resolved, and there will be no complaints. We are not afraid of new approaches," he said.
The Law of the Republic of Belarus "On Citizens' and Legal Entities' Applications" comes into force on January 22, 2012. It is aimed at the comprehensive and systematic regulation of the procedure for exercising the right of citizens and legal entities to apply to state bodies and other organizations. The document provides for the procedure for conducting personal reception of citizens, their representatives, and representatives of legal entities. The Law regulates the rights and obligations of applicants, as well as the obligations of organizations and individual entrepreneurs. The procedure for appealing responses has been established, and the issue of expenses related to the consideration of applications has been regulated. -0-
