On April 13, Vitebsk / Olga Bogacheva - BELTA /. The implementation of new flexible remuneration systems in Belarus is proceeding at a slow pace. This opinion was expressed today to journalists by Petr Grushnik, First Deputy Minister of Labour and Social Protection of Belarus, at a republican seminar in Vitebsk.
According to him, only 4.4% of organisations across the republic have taken advantage of the freedom in remuneration, while the remaining 95.6% of organisations have retained the previously established remuneration systems based on the Unified Tariff Grid (ETС). Among organisations of communal ownership, 9.9% have adopted new systems, while 90.1% of organisations have also retained the previously established remuneration systems. The leaders in the application of flexible remuneration systems by region are Grodno and Vitebsk regions, where these systems are applied in 116 and 104 organisations, respectively.
Petr Grushnik noted that the entire history of remuneration systems, since the 1990s, has been based on the Unified Tariff Grid. All employers have become accustomed to this. However, in the context of rapid economic changes, the need has arisen to implement new flexible remuneration systems in order to more promptly stimulate various areas of human activity. For this purpose, Directive No. 4 was adopted in December 2010, and Decree No. 181 in May 2011. "The monitoring conducted has shown that the implementation of new forms of remuneration is slow. That is, so far, only the boldest have entered this river, those organisations that react faster to changes," stated the First Deputy Minister, emphasizing that the pace of economic development of the republic could be higher if these forms of remuneration were developing more actively.
The Republican Scientific and Practical Seminar on "New Opportunities for Employers in Choosing Forms and Systems of Remuneration in the Context of Liberalisation of Economic Activity of Commercial Organisations," organised at the "Vitba" confectionery complex, brought together about 40 managers and specialists from scientific and commercial organisations, representatives of the Ministry of Labour and Social Protection, and regional executive committees. Similar seminars will be organised in each region of the republic and in Minsk, based at specific enterprises, with the next one planned in Gomel. -0-
