The commissioning of the Belarusian Nuclear Power Plant (BelNPP) and an increase in electricity generation are planned for the current five-year period. In accordance with the changes approved by the resolution, the state programme "Housing Construction" envisages the development of design documentation in 2017-2018 for residential buildings that comprehensively utilise increased consumption of this resource, with simultaneous development of infrastructure to supply electricity to housing under construction. From 2018, it is planned to predominantly construct housing using electrical energy for heating, hot water supply, and cooking purposes, except for cases of construction in areas covered by thermal power plants, as well as in gasified regions with available capacity reserves.

The section "Main Directions of the State Programme "Housing Construction" has been supplemented: the construction of commercial residential premises from the state housing stock is envisaged for 2018-2020 to provide housing for military personnel of the Armed Forces and their families.

Furthermore, the document includes expenses for servicing and repaying preferential loans obtained by agricultural organisations for the construction (reconstruction) or acquisition of residential buildings (apartments), reconstruction of facilities into residential premises, for which debt transfer to local executive and administrative bodies has been carried out, into the structure of indirect expenses of local budgets under the subprogramme for housing construction.
