We would like to remind you that the main reasons contributing to road traffic accidents involving pedestrians are:
- Unexpected entry of a pedestrian onto the roadway from behind obstacles that obstruct the driver's view;
- Crossing the roadway at an unauthorized location or against a red traffic signal;
- Pedestrians being under the influence of alcohol;
- Driver's violation of pedestrian crossing rules;
- Pedestrians not using retroreflective elements during dark hours.
In the evening, when vehicles are moving with headlights on, pedestrians need to be especially careful at unregulated intersections or pedestrian crossings, as glare from oncoming vehicles, street lighting reflected off a wet roadway, or dark clothing can prevent a person on the road from being seen in time. In the dark, the risk of a collision increases ninefold compared to daylight hours. Therefore, it is necessary to make pedestrians as visible as possible. Passive safety devices made of retroreflective elements (pendants, armbands, vests, etc.) help citizens avoid road traffic accidents. It is important that they are not covered by folds of clothing, a bag, or an umbrella.
A pedestrian, a person operating a bicycle, a horse-drawn vehicle, or participating in traffic without operating a vehicle, who has violated traffic regulations, shall be subject to administrative penalties in the form of a warning or a fine of up to three base amounts, and in case of a pedestrian being under the influence of alcohol, or refusal to undergo examination (testing) in the prescribed manner – up to five base amounts.
