To the attention of road carriers of passengers by taxi, taxi drivers, owners of electronic information systems!

From April 1, 2026, the Rules for Road Passenger Transportation, approved by the Resolution of the Council of Ministers of the Republic of Belarus of March 31, 2026, No. 147, shall come into force. In accordance with paragraph 170 thereof, a taxi passenger has the right to refuse to pay for a trip in the following cases:

failure to issue a payment document generated by a taxi software cash register or a cash register combined with a taximeter, except for cases of road passenger transportation by taxi, ordered and paid for through an electronic information system using only bank payment card details;

absence of a taxi software cash register or a cash register combined with a taximeter in the taxi, except for a taxi performing road passenger transportation, the order and payment for which are carried out solely through an electronic information system using bank payment card details.

Considering the above, a passenger has the right not to pay for a trip if a payment document is not issued.

To avoid possible conflict situations between passengers and taxi drivers, it is necessary for taxi drivers to:

not participate in road passenger transportation by taxi without installed cash register equipment;

when paying for a trip in cash or by cashless payment using a bank payment card, generate a payment document on the cash register equipment installed in the taxi and ensure its issuance to the passenger;

draw the passenger's attention to the possibility of issuing a payment document electronically with their consent and inform the passenger about the possible methods of consenting to the electronic issuance of a payment document;

passenger road carriers by taxi:

ensure the installation of cash register equipment in taxis;

conduct explanatory work with drivers to ensure their compliance with the requirements of legislation regulating the acceptance of payment methods and the use of cash register equipment when performing road transportation by taxi, as well as the consequences that may arise from non-compliance with such requirements;

To owners of electronic information systems:

Mobile application interfaces for passengers shall include a pop-up information window reminding passengers of their right to refuse payment for a trip if a payment document generated by cash register equipment is not issued.
