Over time, mobilisation has become one of the most important functions of the state. Along with the planning of the mobilisation deployment of the Armed Forces, the transition of the country's economy, state apparatus, transport, communications, healthcare, finance, agriculture, trade, and other necessary institutions to a wartime footing began to be planned.
Today, military commissariats are local military administration bodies that, together with executive and administrative bodies, ensure the implementation of legislation in the field of defence and state security.
– The Vitebsk Regional Military Commissariat holds leading positions among similar formations in other regions. For example, based on the results of last year, the military mobilisation measures in our region were completed with an excellent rating, – said the Military Commissar of the Vitebsk Region, Colonel Ruslan Shkodin. – Our employees have a good understanding of the responsibility placed upon them and justify the trust placed in them. The conscientious work of military personnel and civilian staff has been repeatedly recognised by the Ministry of Defence of the Republic of Belarus. The team consists of about 100 people. Moreover, most of them have been working here for a long time.
Today, active work is being carried out on the military-patriotic education of youth. Active assistance is provided to general education institutions in organising and conducting mandatory and voluntary training of young men for military service, and in mastering military registration specialties. In addition, by the decision of the regional executive committee and with the assistance of the regional Council of Deputies, of which Ruslan Shkodin is a deputy, pre-conscription training centres have been established at schools. There are 15 such centres in the region. Vitebsk region is a leader among the country's regions in establishing such platforms.
