As part of the State Programme, the construction of a new kindergarten for 230 children began in Lepel in 2023. The commissioning of this modern preschool educational institution will create optimal conditions for the educational process and enhance the quality of educational services provided.
Thirteen educational institutions are working to improve the quality of general secondary education in the district: a gymnasium, 6 secondary schools, 4 basic schools, and 2 primary schools.
During the 2022/2023 academic year, 105 teachers from the district participated and achieved successful results at regional, national, and international seminars, conferences, and festivals. Their pedagogical achievements include 10 first-degree diplomas, 14 second-degree diplomas, 19 third-degree diplomas, 29 participant certificates, and letters of appreciation. 25 teachers have published their work experience in periodicals, subject-specific journals, online, and in electronic collections of scientific and practical conferences.
Every year, school graduates from the district obtain 100-point certificates based on the results of centralized testing. In 2023, the district recorded 6 perfect scores: 2 in biology (at the I.M. Yerashov Gymnasium) and 4 in the Belarusian language (1 certificate at Secondary School No. 3 and 3 certificates at Secondary School No. 1). In the ranking of districts of the Vitebsk region by centralized testing results in 2021 and 2022, Lepel District holds first place.
It should be noted that the rate of admission of the district's graduates to higher education institutions remains consistently high: following the results of 2022, this indicator was 81%.
Significant attention is paid to working with gifted and highly motivated students. Every year, schoolchildren from the district become prize-winners at regional and national educational events.
The district is undertaking efforts to equip general secondary education institutions with sports equipment and facilities. Budgetary funds, as well as revenue from income-generating activities, are allocated for the procurement of sports equipment, and sponsorship is also sought. With the support of the district administration and the "Belarusian Football Federation" Association, a football mini-pitch (20 m × 40 m) with a state-of-the-art anti-slip artificial turf will be commissioned at Zaslonovskaya Secondary School by the beginning of the 2023/2024 academic year. Currently, a sports ground for workout training and exercises is being set up on the premises of I.M. Yerashov Gymnasium. This project is being implemented in close cooperation between the district administration and the republican state-public association "Presidential Sports Club".
To equip educational institutions with modern learning tools, 5 modern physics classrooms and 5 chemistry classrooms have been supplied to secondary schools (I.M. Yerashov Gymnasium, Secondary School No. 1, Secondary School No. 3, G.K. Zhukov Borovskaya Secondary School, Zaslonovskaya Secondary School), and 4 biology classrooms (I.M. Yerashov Gymnasium, Secondary School No. 1, G.K. Zhukov Borovskaya Secondary School). This enables the creation of conditions for higher quality implementation of educational programs in these subjects. Additionally, a vocational training classroom has been supplied to Secondary School No. 3, and a 3D printer to G.K. Zhukov Borovskaya Secondary School. Pianos have been delivered to I.M. Yerashov Gymnasium and G.K. Zhukov Borovskaya Secondary School, with a musical instrument also expected to be supplied to Zaslonovskaya Secondary School.
Conditions have been established in the district for the high-quality organisation of student catering. 2288 schoolchildren receive free meals funded by the budget. Of these, 715 students from low-income and large families, as well as children with disabilities, receive free two-meal or three-meal catering.
Throughout the calendar year, the district effectively addresses the task of ensuring the accessibility, quality, and efficiency of children's recreation and health improvement. During the summer period of 2023 alone, day camps were organised in 13 educational institutions, providing health improvement for 447 children. The Borovka all-day camp traditionally operated on the basis of the G.K. Zhukov Borovskaya Secondary School during the summer period. Over three shifts, 530 students underwent health improvement, of whom 204 were orphans and children left without parental care. For minors aged 14-16 (100 teenagers), military-patriotic detachments operated, with their activities organised in conjunction with servicemen of military unit 22313, employees of the Lepel District Department of Internal Affairs, and the juvenile inspection.
Nine-day all-day camps were operational. A military-patriotic camp functioned at Zaslonovskaya Secondary School. At N.M. Pshenko Slobodskaya Secondary School, in collaboration with the Institute of History of the National Academy of Sciences of Belarus, a local history camp was organised.
In total, 1092 children underwent health improvement during the summer period of 2023. Of these, 209 children were from large families, 212 were orphans and children left without parental care, 35 children had developmental disabilities, 20 children had disabilities, 52 children were recognised as being in a socially dangerous situation, and 39 children were subject to individual preventive work.
The district is addressing the task of improving work with minors recognised as being in a socially dangerous situation and in need of state protection, and implementing guarantees for the social protection of orphans and children left without parental care.
In 2022, 183 children from 83 families were recognised as being in a socially dangerous situation. For the first 7 months of 2023, this figure was 86 children from 47 families.
The system includes events aimed at fostering a value-based attitude towards health among the younger generation and preventing negative manifestations in the youth environment. Sports events, family creativity festivals, and celebrations dedicated to Family Day, organised jointly with parents, have become a tradition. Events are held to build an anti-drug barrier and prevent alcohol consumption, smoking, and bad habits.
By the results of 2022, the main target indicators of the State Programme "Education and Youth Policy" for 2021-2025 have been fully achieved. By the end of 2023, the fulfilment of the programme's target indicators and measures must be ensured in full.
