On 13 August 2019, a joint meeting of the Presidium of the Lepel District Council of Deputies and the Lepel District Executive Committee was held.

The meeting began with a ceremonial moment – the presentation of the jubilee medal "75 Years of the Liberation of Belarus from the German Fascist Invaders" to Vasily Ivanovich Shapkа.

Issues of ensuring the well-being of the population of the Lepel rural council were considered during the traditional Rural Council Day. Preliminary meetings were held between the heads and representatives of local government and self-government bodies and the population of rural settlements. Rural assemblies and household visits were conducted to study issues related to meeting the needs and requirements of the population. Problematic issues remain regarding the timely removal of solid municipal waste, improvement of the condition of drinking water supply, and the street and road network. Deadlines for completion and responsible executors have been set to resolve the issues raised by the population.

During the plenary session of the Presidium of the Lepel District Council of Deputies, Natalya Leonidovna Klyashtornaya, Head of the Department of Architecture and Construction, Housing and Communal Services of the Lepel District Executive Committee, delivered a report on the implementation of Decree of the President of the Republic of Belarus No. 87 of 7 February 2006 "On Certain Measures to Reduce Unfinished and Unconserved Residential Buildings and Dwellings" in the Lepel District. Elena Viktorovna Mazgo, Deputy Director of the institution, spoke about the information and educational activities among the population carried out by the cultural institution "Lepel Centralized Library System".

Following this, the participants of the field meeting visited facilities in the Lepel rural council, inspected the improvement of settlements, the condition of private households, and studied the organization of interaction between cultural and educational institutions in holding events.
