The Lepel District Department for Emergency Situations reports that in May, department employees conducted a selective inspection of OJSC "Lepelagroservice", as well as carried out monitoring of OJSC "Lepel Repair and Mechanical Plant", TChUP "Lepeltechnostroy", and the "Lepel Bakery" branch of OJSC "Vitebskhlebprom".
During the aforementioned work, the following violations were identified upon visiting the buildings and structures:
OJSC "Lepel Repair and Mechanical Plant":
Woodworking shop:
- the operability and serviceability of the automatic fire alarm system is not ensured (10% of the installed fire detectors are missing at the facility)
- a sign indicating the category is not posted on the exterior of the door of the building classified by explosion and fire hazard
- the constant readiness for the use of fire protection means is not ensured (the locations of manual fire detectors and fire extinguishers are not marked with signs in accordance with the requirements of GOST 12.4.026-2015)
- storage of combustible materials is permitted within the fire separation zone between the woodworking shop and the firewood storage facility
Boiler room:
- the constant readiness for the use of fire protection means is not ensured (the locations of fire extinguishers are not marked with signs in accordance with the requirements of GOST 12.4.026-2015)
Administrative building:
- the required number of primary fire extinguishing means is not provided on all floors
- evacuation exits to stairwells from corridors, and exits from the assembly hall on the 4th floor are not marked with fire safety signs as required by technical normative legal acts
- the operability and serviceability of fire protection means are not ensured (doors to stairwells are not equipped with self-closing devices)
- the constant readiness for the use of fire protection means is not ensured (the locations of fire extinguishers are not marked with signs in accordance with the requirements of GOST 12.4.026-2015)
Mechanical assembly section:
- external evacuation exits are not marked with fire safety signs as required by technical normative legal acts
- fire evacuation plan for people is not developed for the entire floor of the building
- constant readiness for the use of fire protection equipment is not ensured (locations of fire extinguishers are not marked with signs in accordance with the requirements of GOST 12.4.026-2015)
Instrumental Section:
- constant readiness for the use of fire protection equipment is not ensured (locations of fire extinguishers are not marked with signs in accordance with the requirements of GOST 12.4.026-2015)
- external evacuation exits are not marked with fire safety signs provided for by technical regulatory legal acts
Chipboard Furniture Manufacturing Section:
- constant readiness for the use of fire protection equipment is not ensured (locations of fire extinguishers are not marked with signs in accordance with the requirements of GOST 12.4.026-2015)
- external evacuation exits are not marked with fire safety signs provided for by technical regulatory legal acts
- the required number of primary fire extinguishing means is not provided
Mechanical Building:
- the required number of primary fire extinguishing means is not provided
- constant readiness for the use of fire protection equipment is not ensured (locations of fire extinguishers are not marked with signs in accordance with the requirements of GOST 12.4.026-2015)
Object Territory:
- operability and serviceability of fire extinguishing means are not ensured (fire extinguishers on trucks (MAZ registration no. AM6355-2 and MAZ registration no. AI3824-2) have expired recharge dates)
- the required number of primary fire extinguishing means is not provided in trucks with a carrying capacity of over 1.5 tons (MAZ registration no. AM6355-2 and MAZ registration no. AI3824-2)
Branch "Lepel Bakery" OJSC "Vitebskhlebprom":
- operability and serviceability of the automatic fire alarm system on the first floor are not ensured (clause 3.1 of OTPB);
- constant readiness for the use of fire protection equipment is not ensured (locations of fire extinguishers are not marked with signs in accordance with the requirements of GOST 12.4.026-2015) (clause 3.1 of OTPB).
- training of employees responsible for fire safety at facilities in accordance with fire technical minimum programs has not been organised (Clause 3.2 of OTPB, Clause 15 of the Instruction on the procedure for training employees on fire safety issues and verifying their knowledge in this area, approved by Resolution of the Ministry of Emergency Situations No. 82);
- locks on doors located on evacuation routes are not ensured to be freely openable from the inside without a key (external door from the gatehouse premises, door from the confectionery premises) (Clause 48 of OTPB);
- evacuation exits from the gatehouse premises and the boiler room premises are not marked with fire safety indicator signs provided for by technical normative legal acts (Clause 44 of OTPB).
TChUP "Lepeltechnostroy":
- operability and integrity of fire protection means are not ensured (doors of evacuation exits to stairwells are not equipped with seals in the rebates) (Clause 3.1 of OTPB);
- the required number of primary fire extinguishing means is not provided on the first and second floors of the building (Clause 53 of OTPB, Clause 57 of the appendix to the Instruction on the norms for equipping facilities with primary fire extinguishing means, approved by Resolution of the Ministry of Emergency Situations No. 82);
- locks on doors located on evacuation routes are not ensured to be freely openable from the inside without a key (door separating the corridor on the first floor) (Clause 48 of OTPB);
- constant readiness for the use of fire protection means is not ensured (locations of fire extinguishers on the second floor are not marked with signs in accordance with the requirements of GOST 12.4.026-2015) (Clause 3.1 of OTPB);
- evacuation routes and evacuation exits are not marked with fire safety indicator signs provided for by technical normative legal acts (Clause 44 of OTPB).
OAO "Lepelagroservice"
- preparation of employees (responsible for the fire safety of the business entity; operating heat-generating units; responsible for the preparation and conduct of hot work; performers of hot work; engaged in the harvesting, procurement, processing, storage of grain and leguminous crops and coarse fodder; assigned duties for conducting fire safety briefings; whose job is related to the storage, movement, use of flammable liquids, explosive dusts, solid flammable substances and materials; members of volunteer fire brigades) on fire technical minimum programs has not been organised;
- conducting fire safety briefings, as well as training employees in fire safety measures, has not been organised (Clause 4.1 of OTPB, Clause 12 of the "Instruction on the procedure for training employees on fire safety issues and verifying their knowledge in this area", approved by Resolution of the Ministry of Emergency Situations No. 82).
MTF "Staroye Lyadno"
- the constant readiness for the use of fire protection equipment has not been ensured (locations of primary fire extinguishing means have not been marked with signs in accordance with the requirements of GOST 12.4.026-2015);
- the development of an overall fire safety instruction in accordance with the requirements established by the Ministry of Emergency Situations has not been organised (Clause 7 of OTPB);
- the shed of MTF "Staroye Lyadno" has not been equipped with the required number of primary fire extinguishing means in accordance with the norms established by the Ministry of Emergency Situations;
- locks on doors located on evacuation routes (external evacuation door) have not been ensured to be freely opened from the inside without a key (Clause 48 of OTPB);
- a sign indicating the category of rooms classified by explosion and fire hazard has not been placed on the outer side of the doors (gates) of such rooms (Clause 19 of the "Specific requirements for ensuring the fire safety of explosion and fire hazardous production facilities", approved by Resolution of the Council of Ministers of the Republic of Belarus No. 779 dated 20.11.2019).
MTF "Kozinshchina"
- the shed of MTF Kozinshchina has not been equipped with the required number of primary fire extinguishing means in accordance with the norms established by the Ministry of Emergency Situations;
- on the exterior of doors (gates) of premises categorized by explosion and fire hazard, a sign indicating their category is not posted (Clause 19 of the "Specific Requirements for Ensuring Fire Safety of Explosion and Fire Hazardous Production Facilities" approved by Resolution of the Council of Ministers of the Republic of Belarus No. 779 of 20.11.2019).
Administrative Building
is not equipped with the required number of primary fire extinguishing means, the administrative building, in accordance with the norms determined by the Ministry of Emergency Situations;
- locks on doors located on evacuation routes (external evacuation door) are not ensured to be freely opened from the inside without a key (Clause 48 of the General Rules of Fire Safety).
The reasons and conditions contributing to the commission of the specified violations were the insufficient knowledge by officials of the requirements of regulatory legal acts in the field of fire safety.
In buildings with a fire alarm system, together with representatives of servicing organizations, a check was carried out for the serviceability and operability of the systems. No violations were detected during the work performed, except for the above-mentioned facilities.
The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", the heads of organizations must ensure fire safety and fire prevention regulations in their respective organizations.
