Higher quality, high-tech equipment is being acquired, which allows for more thorough examination of the patient's body and the performance of complex procedures. The staff of medical workers is gradually being replenished by graduates of secondary specialized and higher education institutions, who successfully apply their knowledge in practice and willingly adopt the experience of senior colleagues. Since October 18, 2011, the healthcare institution "Lepel Central District Hospital" has been headed by Alexander Pishchulenok, a surgeon of the highest category, who has dedicated more than twenty years to working in medicine.
- Alexander Gennadievich, you have been working as the chief physician of the central district hospital for almost a year. The most important priority is to preserve the main value – the health and physical well-being of a person. Quality treatment for patients must be ensured, and necessary conditions must be created for them. A very large and important area of work is the modernization and improvement of the material and technical base of healthcare facilities, including in rural areas. Much has been done in this area. In accordance with the Republican Program for the Revival and Development of the Village, a significant amount of financial resources has been spent on repair work in a number of paramedic-obstetric stations in our district. The modernization of the building of the Novovolosovichi Kindergarten has been carried out, and now the Novovolosovichi Rural Doctor's Outpatient Clinic is located in this well-maintained premises. Current repairs have been carried out here, and new, modern equipment has been delivered. Repairs to the Matyrinsky and Chersky paramedic-obstetric stations have been completed. Excellent conditions have been created for the elderly in the Pyshnyanskaya Nursing Hospital. The premises of the Domzheritskaya, Kamenskaya, and Pyshnyanskaya doctor's outpatient clinics have been put in order.
We pay special attention to the installation of autonomous fire alarm systems. Autonomous fire alarm systems have been installed in the outpatient clinic premises in the agro-town of Sloboda and the villages of Borovka, Zaslonovo, Susha, Grigorovichi, Cheretsy, and Gorki.
A contract for the construction of a rural outpatient clinic (FAP) in the village of Stary Lepel has been signed between the charitable organization "Houses instead of Chernobyl", the international charitable public association "EcoDom", and the healthcare institution "Lepel Central District Hospital". Long wooden shavings are used in the construction of the walls, and reeds are used in the roofing – an environmentally friendly material. This type of building always maintains an optimal temperature. A house for a family of medical specialists who will work at the FAP is also planned to be built using the same technology. The organization "Houses instead of Chernobyl" and the international public association "EcoDom" have allocated 300 thousand euros for the construction. Volunteers from Germany, as well as from Minsk, Vitebsk, Grodno, etc., are involved in the construction of the FAP. The construction is planned to be completed in 2013.
The modernization of the gas supply to the central district hospital has been completed, and a new oxygen distribution system has been installed in the intensive care and anesthesiology, hemodialysis, pediatric and maternity wards, and the operating room. Patients in the infectious diseases ward, which has undergone reconstruction and modernization, are now more comfortable. Routine repairs to the gynecology department have been completed, and the pediatric department has been equipped with new beds and tables. A new inter-district forensic medicine department was opened this year. 15 social beds have been introduced at the hospital for elderly lonely people and those living alone.
Necessary repair work has been carried out in the massage room. The hydrotherapy room is being reconstructed according to all European standards, with two bathtubs transferred from the KUP DRATS "Zhemchuzhina" for the room. New inhalers have been purchased for the physiotherapy department and the pediatric department, and new syringe dispensers for the intensive care and anesthesiology, pediatric, and infectious diseases departments.
The hospital's food block has been equipped with new refrigeration equipment, and a new Italian-made X-ray unit has been purchased for the district dental clinic. A reanimobile, equipped with modern equipment for providing emergency medical care to accident victims and seriously ill individuals, has been acquired for the emergency medical care department. It is equipped with an electrocardiograph, a defibrillator with a monitor, an anesthesia machine, an artificial respiration apparatus, and necessary mobilization devices. A tender process for the purchase of three new ambulance vehicles is currently underway.
The improvement of the hospital's material and technical base is facilitated by the provision of paid services. New massage chairs and a mini-sauna have been purchased using funds earned from paid services.
Renovations have been completed in the polyclinic's foyer, registry, cloakroom, and kiosk. It is planned to renovate the children's registry premises.
To maintain an appropriate level of discipline, a video surveillance system with monthly recording has been installed in the reception area and the main entrance hall.
The polyclinic foyer is equipped with a video broadcasting system for promoting a healthy lifestyle. Project and cost documentation is currently being prepared for the modernization of the roof, specifically above the administrative building, polyclinic premises, children's department, and laundry. The surgical department is being rapidly renovated.
New beds and new medical equipment have been purchased to provide adequate medical care.
For the convenience of hospital staff and patients, a cafe has been opened in the hospital foyer, offering a wide selection of semi-finished products, culinary, and confectionery items. A daily lunch menu with three options is compiled.
This year, a funeral services bureau has commenced operations within the hospital premises.
Systems for 24-hour ambulatory blood pressure monitoring and 24-hour electrocardiogram monitoring ("Holter") have been purchased. Complex electrocardiograms are transmitted to the Vitebsk Cardiology Dispensary for diagnosis clarification. We are currently awaiting the arrival of new paid equipment for ultrasound examination of blood vessels and have the capability to perform ultrasound examinations of the heart.
This year, two general practitioners have joined our team. One young specialist graduated from Polessye State University and works as a therapeutic physical culture instructor. Additionally, we have five interns and 12 young mid-level specialists working here. Many have established families in the Lepel region, and there is hope that they will continue to work in our district. All young doctors are provided with service housing. However, the staffing issue remains relevant. We lack an ophthalmologist and a psychiatrist, have a shortage of an otolaryngologist, and experience a deficit of nurses.
A Motherhood School operates on the basis of the maternity ward. Experienced midwife Halina Tukhta conducts classes for young parents several times a week on the course "We are waiting for you, baby!". In a witty manner, pregnant women and future fathers are given consultations and advice on how to behave before and during childbirth, how to feed and care for a baby.
This year, we have started performing surgeries using a laparoscope for gynecological pathologies – ectopic pregnancy, infertility, sterilization.
Both doctors and nurses improve their professional qualifications every five years. Schedules for professional development have been created for middle-level medical personnel.
I would like to note that we were the first in the region to introduce an additional position of orderly in the emergency and urgent medical care department, which in many cases will allow for adequate provision of necessary assistance to the patient.
New forms and methods of working with patients significantly contribute to the improvement of the demographic situation in the district. It is gratifying to note that Lepel District ranks last in the Vitebsk region in terms of mortality rate: we have only 16.4 per mille per thousand people. The number of newborns has reached 122 percent of last year's level.
Tender procedures are currently underway for the purchase of a new dental unit for dental services.
I believe that with adequate financial support and an increase in paid services, we will be able to implement many plans and do a number of useful things.
