The meeting was set in motion by a call from Yulia from Vitebsk, who thanked Anatoly Linevich for his help in returning a family heirloom. This happened a year ago when unscrupulous tenants sold her property, including an antique piano. To get it back, she had to contact the President's Aide via the "hotline," and only then did the matter begin to move.
In such situations, emotions are unavoidable. The woman from Vitebsk did not hold back her emotions, to which Anatoly Konstantinovich responded:
– It would be wonderful if you played "Victory Day" for your neighbours on your instrument on May 9th, a holiday sacred to every Belarusian. In some cases, emotions that come from the heart help to resolve issues.
By this, he hinted that the employees of the Vitebsk District Executive Committee act precisely in this way – they process all the problems that concern the population, given that there was only one inquiry from the district. More calls came from Vitebsk and other regions, with some repeatedly raising issues without receiving official responses after their initial contact.
How can one avoid emotions when one is fed up, when a young family with three small children needs to settle down but has nowhere to live? The President's Aide remembers Anastasia L. from Vitebsk well. She had previously applied for rental housing that the family wishes to obtain. It so happened that she was on the waiting list for housing improvement in the district, but then she registered at her grandmother's place and was removed from the list. However, even when obtaining rental housing, one must be on a waiting list, and much time will pass before her turn comes. One needs to live now.
Anatoly Linevich emphasised that such issues are not resolved quickly. He instructed that the young mother be informed of other options, particularly the construction of her own home with preferential state support. In any case, he personally keeps the issue of housing for the young family under his control.
What pressing issues are citizens raising with local authorities? They primarily concern housing and communal services, the condition of roads and cemeteries (of which there are 360 under the maintenance of the housing and communal services in the district), waste removal from garden associations, and employment. The Chairman of the District Executive Committee, Gennady Sabinich, informed that the district leadership and local Soviets strive to resolve issues promptly. In anticipation of May 9th, events and activities are organised for veterans, of whom only 17 remain in the district, and 249 persons equated to them. They are presented with certificates, monetary bonuses, and food parcels. Recently, a ceremony was held to honour Nikolai Golubev, a war veteran and home front worker residing in the agro-town of Kirovskaya.
The condition of a 200-meter section of the road leading to the village of Vystavka, Vitebsk District, is a concern for a resident of this settlement, Valery S., who called the "direct line". The district executive committee is aware of the problem. A quarry will be constructed nearby, and before that, road workers are obliged to resurface this section of the road. At least, such a promise was given to the Assistant to the President.
A rural resident who called from the agro-town of Androny, Postavy District, expressed concern about the planned closure of their school, where 21 schoolchildren and 8 preschoolers are educated. She has three children, including one of preschool age. As a mother, she is worried that such young children will have to be sent 25 km to Postavy and back daily. On behalf of all parents, she requested that this important issue for them be considered. Anatoly Linevich promised to study the matter and provide a response.
Another mother of a preschooler called from Vitebsk with a request to positively resolve the issue of parents attending the kindergarten graduation ceremony at Kindergarten No. 2, as restrictions have been imposed due to the coronavirus pandemic.
Other calls, received from Lepel and Postavy, concerned the operations of commercial entities. In one case, commercial transportation is competing with state passenger transport organisations, and in another, former employees are not being paid their wages upon bankruptcy. Anatoly Linevich promised to investigate each specific case, especially when it concerns wages.
The Assistant to the President will pay attention to these and other issues during his visit to private enterprises in Vitebsk District: "BelFood Production", "Regita", "Vinreal".
