Residents of small towns in Belarus will find it easier to obtain preferential loans for housing repairs. This is stipulated by Decree No. 141, which was signed by the President of Belarus, Aleksandr Lukashenko, on April 15, as reported to BELTA by the press service of the head of state.

The decree aims to regulate the provision of preferential loans in cases where a dwelling (a single-family house, an apartment) is jointly owned by several citizens.

In this regard, additions and amendments are being made to Decree No. 75 of February 7, 2006, "On the provision of preferential loans to citizens permanently residing and working in settlements with a population of up to 20,000 people for capital repairs and reconstruction of residential premises, construction of utility networks, and erection of utility rooms and outbuildings." Innovations are envisaged that were not previously defined by legislation.

Thus, a preferential loan for the purposes specified in Decree No. 75 can now be granted not only to the owner of the dwelling but also to one of the co-owners. In this case, the consent of all owners is required, and the conditions for granting the loan must be met for each of them.

Until the full repayment of the preferential loan used for capital repairs and reconstruction, a ban is imposed on the alienation (sale, exchange, gift) not only of the dwelling but also of its parts belonging to each of the co-owners.

In accordance with the amendments made, the principle of one-time use of the preferential loan applies both to citizens receiving such a loan and to the dwelling for the reconstruction (capital repair) of which it was granted.

Furthermore, the decree clarifies that the population of a settlement for the provision of this type of state support is determined based on official statistical reporting as of the date of approval of the lists for obtaining preferential loans.

The decree enters into force after its official publication.
