The first issue was dedicated to the fulfillment of state social standards for servicing citizens in the field of housing and communal services and consumer services for the population of the Lepel district. About social standards
In his speech, Mikolai Pshonka noted that state minimum social standards are applied to meet the basic needs of citizens in material support, services, etc. The norms of state social standards for servicing the population of the Republic of Belarus were approved by the Resolution of the Council of Ministers of the Republic of Belarus dated 30 May 2003 “On measures for the implementation of the system of state social standards for servicing the population of the Republic of Belarus”. Recently, changes and additions have been made to the system of state social standards to expand the norms of social standards. The implementation of the system of state social standards is under the constant control of the district executive committee. This issue was considered annually at meetings of the district council of deputies and the district executive committee. Currently, for the Lepel district as a whole, state social standards in the field of housing and communal services are being fully implemented. In order to maintain and improve them, business entities have carried out relevant work in all directions.
Living comfortably
A high standard of living and the material well-being of the population are directly linked to the system of housing and communal services for the population. The results of the work in this particular sector are most directly felt by people. To this end, ten social standards have been approved in the housing and communal services sector. The norm for water supply to citizens residing in residential buildings equipped with centralized water supply and sewerage systems is not less than 140 litres per person per day, including not less than 90 litres per day for hot water supply.
The actual consumption in residential buildings serviced by housing and communal services enterprises is 232 and 116 litres respectively. The indicators by enterprise are as follows: LKUVP ZhKG "Lepel" - 250 and 90 litres per day; for residential buildings serviced by KUVP "Borovka" - 215 and 107.5 litres per day, respectively. 55.8 percent of the rural population residing in agro-towns are provided with a centralized water supply system, exceeding the standard of 50 percent. The established norms for water supply to citizens using water from public hydrants (not less than 35 litres per day per person) are also being met.
During the heating season, the temperature in residential premises should not be below 18 degrees Celsius. This standard is maintained, although numerous unsubstantiated complaints are often received.
The social standard regarding the schedule for hot water supply is also being met. According to the standard, hot water is supplied to residential buildings daily at a temperature of not less than 50 degrees Celsius. However, it should be noted that the water supply system in housing and communal services enterprises is linked to the heating system. Therefore, at the beginning and end of the heating period, the temperature of hot water on weekdays may be slightly below the standard. At the same time, this does not preclude comfortable showering or bathing.
The availability of washing facilities in public baths within well-maintained housing stock is three places per thousand people, and in poorly maintained housing stock - five places per thousand, which also corresponds to the established standard. Public baths operate in every agro-town.
Repair and Adjustment
With the aim of ensuring the aforementioned social standards, 50 water intake columns have been repaired, thirty units of shut-off valves have been repaired and replaced, and 25 units of heat regulators have been repaired and adjusted within the current year. The housing and communal services enterprises of the district have allocated 150 million rubles for these purposes. 76 boilers in the district have been converted to local types of fuel. In the current year, in preparation for the heating season, 120 boilers have been repaired, and over four kilometers of heat pipelines have been replaced at a cost exceeding three billion rubles.
With a standard of 80 percent, the proportion of illuminated streets across the district is 84.7 percent. The Lepel District Electric Networks have spent 3.6 million rubles on the maintenance and repair of street lighting over the five months of the current year.
As of November 1st of the current year, the proportion of streets with improved surfacing in the district has reached 66 percent, against a standard of 60 percent. For rural settlements, this figure is 89 percent, while in Lepel, the proportion of streets with improved surfacing is 54.4 percent. With a road length of 83.2 kilometers in the city, 46.8 kilometers of roads have improved surfacing. To meet the social standard for the city, approximately five kilometers of streets need to be asphalted.
The collection and removal of solid municipal waste from the territory of the settlements in the district are carried out according to the schedule approved by the territorial program for solid municipal waste management.
The population is provided with electricity and gas in the required volumes.
Other pressing issues were also considered during the meeting of the presidium of the district Council of Deputies, and appropriate decisions were made on each of them.
