Top Belarusian senator emphasizes importance of personnel training, retention in rural areas

We need not only to provide high-quality training of personnel for rural areas, but also to retain them, Chairperson of the Council of the Republic of the National Assembly Natalya Kochanova said during a meeting of the Council on interaction of local self-government bodies under the Council of the Republic, BelTA has learned.

The agenda of the meeting included joint work of local government and self-government bodies to retain personnel in rural areas. The event was hosted by organizations of Minsk District.

"The matters that we submit for consideration of the Council on interaction of local self-government bodies under the Council of the Republic are always urgent. We hold such offsite events to get acquainted with the work on this or that matter at the local level. We are holding the second meeting of the Council in the current convocation. The first meeting discussed land improvement. This is a very topical issue. We considered ways of improving lands and, most importantly, involving improved lands into turnover. Today we will be briefed on the results of our previous meeting. Let's take it as a rule: whenever we consider a new matter, we should be informed about solutions to the issues we discussed at the previous meeting, and what should be done today to ensure effective solving of these issues," Natalya Kochanova said.

The speaker noted that the matter discussed today is no less urgent and concerns staffing. "The topic of our meeting is the joint work of local government and self-government bodies to retain personnel in rural areas," the speaker emphasized. "Our country has adopted an updated concept of the state personnel policy. The president has repeatedly touched upon this matter. We have an extensive network of educational institutions. Belarus offers a unique opportunity – mandatory work placement of graduates. This matter was discussed at a Nationwide Conference on Teaching with the participation of the president. Following the conference the president instructed the Agriculture Ministry to revise educational programs of our universities to train specialists for this  economy branch."

"We should discuss not only the training of personnel. Yes, high-quality training is important. But we should also focus on personnel retention, required specialists for this or that organization in any region, what conditions are provided for them. First of all, we should consider what motivates young people, what can attract them to work in a rural area," Natalya Kochanova added.

The Council on interaction of local self-government bodies was established and functions under the Council of the Republic of the National Assembly to cooperate with local self-government bodies. The council was founded in 2007. It is a collegial consultative body that develops proposals for improving the activities of local self-government bodies and coordinates interaction between them and state administration bodies.
